In case stated about witnessing the items sold to PHP,
first , WE revised the code of witness that we are not longer accept PHP transaction witness,

FM mich, didn't yet open our revised code witness at that time but already discuss to other concern admin,

2nd , the said name ID , both parties are not in the list, so
as we said that , if your ID isn't in the list, we don't conduct such investigation for it,
every time you are going to take CAs attention for WITNESS, be sure that he/she will be the PT leader, and Lean first your IDs, Character names, items, Rupiah to make it valid and other purposes.

The case is not valid. unless you in the list.

--In my own opinion, if there's such thing as new revision code , it should be implemented after the revision has been delegated to each of the admins. However, in the case of the TS, FM involved was not yet aware or was not yet informed, regarding the new revision code. Hence, I believed the case should be given an exemption to the new revision, the fact that there is also a negligence on admin's part to be updated to the revision made to the code. Furthermore, involved FM should also be aware that WITNESS are required to be the PT Leader. Bottom line, the WITNESS I believed should be the first one to make it sure that all rules/code of Witnessing has been followed to avoid cases like this.
