Good suggestion but that only makes matters worse.
If players are not able to delete characters for cloning then they will create new multiple accounts which will cause dummy database entries that may clog up the server resulting into a possible latency which will be another issue.
Another way to avoid these scam attempts is to be aware of your surroundings specially at mandara.
Do not put yourself in a situation to be scammed and be responsible traders.
I best suggest to do item trades at a higher level map such as exile to avoid getting cloned.
